黑龙江旅游集团有限公司、黑龙江省建设集团有限公司和北京信智基业投资顾问有限公司在哈尔滨签约，三方将投资70亿元人民币建设哈尔滨华侨广场项目。该项目建成集金融贸易中心、大型购物中心、五星级酒店和文化娱乐设施为一体的大型城市综合体。
总建筑面积将达到60余万平方米。项目建设总体方案将秉承哈尔滨历史文化名城的特色风格，融入国际先进的城市综合体HOPSCA高端组合的理念，项目涵盖超五星级(会议文化型)豪华酒店，现代化的演出剧场，经济型快捷酒店，消费型高档会所，大型地下商业空间，高档公寓，精品品质百货，开辟城市绿地广场和市民休闲广场，开辟商业步行街，形成大型复合性、多功能、体验式城市综合体。
Heilongjiang Tourism Group Co., LTD., Heilongjiang Construction Group Co., LTD., and Beijing Xinzhi Foundation Investment Consulting Co., Ltd. signed a contract in Harbin to
invest 7 billion yuan in the construction of Harbin Overseas Chinese Square project. The project builds a large urban complex integrating financial and trade center, large shopping
center, five-star hotel and cultural and entertainment facilities.
The total construction area will reach more than 600,000 square meters. The overall construction plan of the project will adhere to the characteristic style of Harbin's historic
and cultural city, and integrate into the concept of high-end combination of HOPSCA, an international advanced urban complex. The project covers super five-star (conference and
cultural) luxury hotels, modern performance theaters, economical express hotels, consumption-oriented high-end clubs, large underground commercial Spaces, high-end apartments,
high-quality department stores, etc. Open up urban green space square and citizen leisure square, open up commercial pedestrian street, and form a large complex, multi-functional
and experiential urban complex.
